Converted common libraries to new system

New proxy code in spg_auth.
Moved all trackers to new interface
Cleanup some old stuff.

Fix setpoint command include file link

(mostly warnings)

New pwm code uses more than one cycle to get a precise average.

o log_proxy has an extra server port to receive logs

The build is done in a separate, clean, directory. This is freshly checked
out from Git, and then in this directory controller, console, or both
are built. The result is stored in a tar file in the original directory from
where make is invoked.
