Fix elevation offset in simulator

Commit #ae889b31 introduced a correction for an offset in the
real telescope. The software corrects for this, so also the
simulated telescope should have the new offset.

Fix offsets in elevation

Offsets jumped in right elevation by 32 degrees. Manually cranked
elevation to 0, then right and left jumped by another 32 degrees. This
commit increased the offset by 4096 turns * 2pi radians per turn.

Freeze versions in Dockerfile

Apparently libwebsockets 3.0.0 does not work; pulling latest versions in
Dockerfile is a bad practice. I'll make an issue about the breaking
libwebsockets.
