First steps: Adding a README

.h2 Dwingeloo Radio Telescope Backend
The FPGA based backend in the Dwingeloo Radio telescope digitizes the IF signal
and performs real time digital signal processing on it. It is used for all
radio astronomy observations, such as live or recorded pulsar observations and
21cm (Hydrogen line) observations.
