Some user interface improvements

Fix a couple of things:

• Accept a '+' prefix in declination
• Highlight offset window when offset is nonzero
• Switch off focusbox motors when mouse leaves button
• Start trace2port at console startup

I tested these issues with Paul and rolled them out on the actual console on 2018-01-17 (also made a tag).
